New concession for the malha oeste railway promises to transform rail transport in Mato Grosso do Sul |
The National Land Transport Agency (ANTT) is expected to take a decisive step towards the future of the Malha Oeste Railway in the coming days. The agency’s board is analyzing the new drafts of the concession tender and contract, a step considered fundamental to unlocking the long-awaited auction of the railway line.
The project foresees investments of R$ 89.2 billion over 57 years of concession, in one of the largest railway proposals in the country. The expectation is that the bidding process will take place in the second half of this year, after final analysis by the Federal Court of Accounts (TCU).
The railway connects Corumbá to Mairinque, in São Paulo, and is considered strategic for the flow of iron ore, cellulose, and other cargo produced in Mato Grosso do Sul. The federal government is evaluating changes to the initial model after consultations with the private sector.
Among the possibilities under discussion is the division of the concession into different sections, since part of the line has reportedly attracted less economic interest among investors. The proposal will still be defined by the ANTT board during the analysis of the process.
Of the total planned investments, R$ 35.7 billion would be allocated to the modernization of the railway infrastructure, including tracks, locomotives, and buildings. Another R$ 53.5 billion should be used for maintenance and operation of the system. |

Bracell’s Port in Três Lagoas will be used to transport timber to Lençois Paulista |
Bracell’s investments in a waterway port terminal in Três Lagoas represent another step in strengthening the logistical potential of the East Coast of Mato Grosso do Sul. The project is part of the company’s strategic plan to increase efficiency in forestry transportation, reduce emissions, and boost regional development through the Paraná-Tietê waterway.
The company has requested the concession of an area in the Industrial District, near the existing pier, from the Municipality of Três Lagoas for the implementation of the waterway port. The project will follow all legal and environmental licensing processes with Imasul and is expected to generate approximately 500 direct and permanent jobs in the State.
The terminal will be used to transport the forestry production cultivated in the Água Clara region, which began in 2021, destined to supply the Bracell factory in Lençóis Paulista (SP). The company will use the Tietê/Paraná waterway logistics to transport eucalyptus to the São Paulo unit.
The industrial plant in Lençóis Paulista has an area of 1.6 million square meters and a production capacity of up to 3 million tons of kraft pulp or 1.5 million tons of dissolving pulp in a flexible factory. |

Suzano’s R$25 million investment enhances efficiency and sustainability at Três Lagoas plant |
Suzano will invest R$25 million in modernizing the second plant at its Três Lagoas Unit (MS), with the implementation of a new oxidized white liquor (OBL) plant. The new structure is expected to increase production efficiency and reduce the consumption of inputs, with operations scheduled to begin in May.
The Environmental Installation License was issued by Imasul in February of this year, and the new line is already in the implementation phase, generating approximately 70 temporary jobs and contributing to the local supplier chain. The project includes the installation of a new OBL reactor, equipment responsible for increasing the efficiency of pulp production.
In addition to the new reactor, the company is also advancing in a second project, carried out in partnership with White Martins, which foresees the expansion of the oxygen plant. Unlike the new OBL line, this initiative involves the expansion of a supplier already integrated into the operation. The expectation is that construction will be completed by the end of the year, with operations scheduled to begin in early 2027.
With two factories in operation, the Três Lagoas Unit is among the largest and most competitive pulp mills in the world, with a production capacity of approximately 3.25 million tons per year. The industrial complex employs around 2,000 direct and third-party workers, potentially reaching up to 6,000 people when forestry operations are also considered. |
